Background: At the December 16, 2014 Oakland City Council Public Safety Committee meeting, Councilmember Libby Schaaf stated that the Oakland City Attorney had "looked into" legal issues raised by a proposed private camera registry program for the City Council. The private camera registry program is proposed by the Oakland Police Department and currently pending before the City Council as an informational item and a possible future action item. The program would create a registry whereby owners and operators of private security cameras provide information about their cameras to OPD. OPD would build a database using this information to allow officers to gain knowledge of where private cameras are located, and to gain access to the video footage captured by these cameras for use in investigations and other police activities. Councilmember Schaaf stated that certain legal opinions were rendered to the City Council by the City Attorney about the legality of a private camera registry program, and about privacy and civil liberties issues raised by such a program, and potentially other information.
Please provide me with any records of any legal opinions, briefs, memos, or other documents provided to the City Council and the City Administrator's office by the Oakland City Attorney pertaining to a private camera registry program. Please limit this search to records produced or transmitted within the last four years.
