Pursuant to Public Records request http://records.oaklandnet.com/request/18148, in particular the check record dated Feb 25th, 2016, for $72,680, please provide the letter email, or similar document that authorized Spinnaker to do the 2nd part of the work that was paid for by this check. (To be clear, I don't want the City Council resolution back in 2013 that authorized the entire study. I would like whatever document the City Administrator or his/her designated subordinate sent to Spinnaker giving them the go ahead for the 2nd part of the study, once the first part had been completed - as evidenced by the other check dated April 3rd, 2014) Also, I would like to know the date (within a week or so, if not exact) that Spinnaker delivered the 2nd part of the study to the City of Oakland for which they were paid by the check I referenced above. Thank you!
