This is a request for records pursuant to the California Public Records Act, § 6250 et seq. I am requesting a copy of the following records:
• A copy the Oakland Police Department’s “Policies and Procedures Manual,” “General Orders,” “Standard Operative Procedures,” or documentation known by any other name which sets forth the policies, procedures, rules and/or standards of practice for employees of the Department. If the documentation has been made available online, please satisfy this request by providing a link to it.

If there are any fees for searching or copying these records, please inform me before filling this request. If you deny any or all of this request, please cite each exemption you feel justifies the denial and notify me of the appeal procedures available to me under the law.
As you are aware, pursuant to Cal. Gov't Code § 6253(c) "[e]ach agency, upon a request for a copy of records, shall, within 10 days from receipt of the request, determine whether the request, in whole or in part, seeks copies of disclosable public records in the possession of the agency and shall promptly notify the person making the request of the determination and the reasons therefor."
