This is a California Public Records Act request. Background: According to the City of Oakland's most recent progress report in the case Delphine Allen v. City of Oakland, et al. (Progress Report No. 4), "Both OCA and OPD should meet with the City Administrator monthly to report on pending investigations and arbitrations, changes to OPD trainings and policies, and the working relationships between OPD and OCA." The status report notes that this recommendation has been implemented and that OPD, OCA and the City Administrator have been holding a regular monthly meeting to discuss these matters. It is our belief that in addition to the meetings the court-appointed investigator has recommended the city to convene, the OPD, City Attorney, and the City Administrator have also held other meetings to discuss pending investigations, arbitrations, and changes to OPD training and policies. Please provide the following records held by the City of Oakland: 1. Records sufficient to show the dates, times, locations, persons in attendance, and other standard information about the meetings between the City Administrator and OPD and OCA. Search for records beginning in August, 2015 through the present date. These will include, but are not limited to: a. Calendars for the following persons; i. Sean Whent ii. Sabrina Landreth iii. Barbara Parker iv. Rocio Fierro v. Tomiquia Moss vi. OPD Chief of Staff b. Schedules for the following persons i. Sean Whent ii. Sabrina Landreth iii. Barbara Parker iv. Rocio Fierro v. Records sufficient to show the dates, times, locations, of any unscheduled, special, unplanned, or ad hoc meetings between the City Administrator and OPD. Search for records beginning in June, 2015 through the present date. These will include, but not be limited to; a. Calendars for the following persons; i. Sean Whent ii. Sabrina Landreth iii. All emails and texts sent between City Administrator Sabrina Landreth and Oakland Mayor Libby Schaaf between the dates of September 24, 2015 and September 28, 2015.

On their face, the requests call for protected attorney-client communications, work product, and decision-making processes. The requests also call for confidential information under Allen v. City of Oakland, et al., C00-4599 TEH. See Orders dated 6/7/12, 8/7/12 and 12/12/12. Further, the requests seek confidential personnel information and law enforcement records. Given the scope of and volume of information sought, the City will need at least until July 22 to respond further and to begin producing responsive records.”
