I request to be provided public records showing the following:
- The last date when 911 calls originating in Oakland were initially answered by a human dispatcher rather than by a pre-recorded message.
- The total numbers of 911 calls received during each of the12 months prior to the date identified in response to #1, and, for each month, the total number of these calls that resulted in dispatches of police or other emergency responders.
- The total numbers of 911 calls received during each of 12 months after the date identified in response to #1, and the total numbers of these calls, by month, that were abandoned before a human dispatcher answered the call.
- The date that Oakland’s 911 emergency call system started to be answered by a series of recordings in different languages.
- All city documents (including but not limited to emails, texts and reports) discussing the sensibility of answering 911 calls as described in #4.
- The total numbers of 911 calls received during each of the 12 months prior to the date identified in response to #4, and, for each month, the total number of these calls that resulted in dispatches of police or other emergency responders.
- The total number of 911 calls received during each of 12 months after the date identified in response to #4, and, by month, that the total number of such calls that were abandoned before a human dispatcher answered the call.
- Copies of all complaints concerning a) not initially answering 911 calls with human dispatchers; and b) and answering in via multiple languages in pre-recorded messages.
- Identification of the person in charge of Oakland’s 911 emergency response system, along with contact information for that person.

As to my request #19-3110, please scratch #1 and please amend #3 to refer to the 12-month period prior to the date of the city's response to this request. Please provide the total numbers of 911 calls received during each of those months, and the total numbers of such calls that resulted in dispatches of police or other emergency responders.
