Under the California Public Records Act, I am requesting any and all documents, including, but not limited to correspondence, text messages, emails, memos, white papers, budgets sent to, received or authored by the City Council President, between September 23, 2013 and the present, showing that he/she caused a financial report to be made to the Council Financial Committee showing the actual expenditures of each councilmember.

Dear Requester,

My apologies for the delay in responding to your request.  While the District 1 Council office does not maintain the records that you have requested, I believe you may be referring to a record that is periodically attached to the 4th Quarter Revenue & Expenditure report from the Finance Department presented to the Council's Finance Committee.  For example, see Attachment G for the 1st linked report posted here in 2014 (this is the earliest example of this breakdown by Council office that I am personally aware of): https://oakland.legistar.com/LegislationDetail.aspx?ID=1942974&GUID=0F3DF3F9-5598-49B4-A195-EDA990809C0E&Options=ID|Text|&Search=revenue+and+expenditure

I believe similar records have been attached to one or more other annual Q4 reports.  All Q4 reports can found online in Oakland Legistar.  The Finance Dept. should also have copies of these records.

Thank you for your February 14, 2019 update to my Request for Public Records.  I realize that the original request may have seemed too broad which has caused the delay. To help narrow it down, I am looking for the report, or evidence of a report, that was referred to in the City’s September 23, 2013 response to the 2012-2013 Grand Jury Report as follows “The Council President will take responsibility for seeing that a report is published annually to the Council’s Finance Committee showing the actual expenditures of each Council office after every fiscal year”.  

Please provide the most current report, as well as the reports going back to the September 23, 2013 response.
